I think they are on their way to work and getting their breakfast at the bakery. My favorite Mexican bread is call concha which in English it would be shell because it has that shape. I love bread.

After 18:30, various kinds of foods in department stores, which are mostly rather expensive, are discounted. So a lot of women on their way home drop in at such stores and buy such foods cheap, which makes them feel a little luxurious.
They are seeing some type of delicious cake and provocative dishes of great food. I think that The are at the bakery deciding for some cake or simply for eat something delicious after the lunch in the afternoon.

Yeah, I agree with you. The image for me is exactly the women in the street close to their site of the job after the lunch. I also love it eat some delicious sweet or an ice cream at that time! 😀

Thank you for your comments. There is a cake shop at Shinjyuku Station, Tokyo. It had a sale at evening and people made a small line. I usually pass through it and change trains.
